In our country, the first administrative activity in the field of civil aviation was developed in 1924 when the then Ministry of Civil Aviation concluded the first bilateral aviation agreement. The first organized service was established in 1926 and in 1929 the Maritime Transport Airports Service was established in the Ministry of Maritime Affairs. However, the substantial organizational effort was made with Laws 5017/31 and 5100/31, by which the service is structured in a way that it consists of the central service with one directorate, the external service that includes state airports, municipal and community airports and the International Aviation Organizations service. Around the years 1946-1948, its structure was reformed and the state Civil Aviation Service emerged at the level of a general directorate, subordinate to the Chief of the General Staff (A.L. 970/46, B.D. 615/46, N.D. 634/48). In 1952, by B.D. it was transferred from the Ministry of Aviation to the Ministry of Communications and was called the Civil Aviation Service. It operated until 1960, when B.D. 856/60 “on the Organization of the Civil Aviation Service” was issued, which constituted the first complete organization since its subordination to the Ministry of Communications. With its provisions, the service was structured into the central service and regional services. Subsequently, with further organizational efforts, its functional modernization is sought (L.D. 4195/61, L. 4464/65, L.D. 169/69), so with the aim of ensuring greater flexibility and efficiency, L.D. 714/70 is issued, which establishes two separate bodies: a) The Air Transport Directorate (DEM) in the Ministry of Communications with responsibilities for proposing the formulation of air transport policy and supervising the Civil Aviation Authority (CAA) and b) The Civil Aviation Authority, as an autonomous and independent public service, with administrative and financial autonomy, supervised by the Minister of Communications and managed by a Board of Directors, a Governor and a Deputy Governor. Subsequently, the Board of Directors of the service is abolished with the Presidential Decree 444/1976 and Law 1340/83 was passed, amending Legislative Decree 714/70 and the Hellenic Civil Aviation Authority was transformed into a public service of the Ministry of Communications. It is managed by the Governor and the Deputy Governor. Its mission is to organize, develop and control the country's air transport and its responsibilities are regulatory, regulatory and operational. Its structure into a central service and regional services continues to exist and is described in its Organization (P.D. 56/89). Later, changes were made to its structure, the most significant of which was the concession of Athens Airport and the creation of Athens International Airport under an agreement ratified by Law 2338/1995. Later, in the context of the country's harmonization with EC 549/2004, which requires the state to be independent from air navigation service providers, Law 3913/2011 was passed and the functional separation of the Hellenic Civil Aviation Authority was promoted. The General Directorate for the Provision of Air Navigation Services (GDPYAN) was established with responsibilities for the provision of air navigation services and the Regulatory Directorate with regulatory responsibilities. Furthermore, based on the provisions of the same law, the airports of Aktion, Thessaloniki, Zakynthos, Kavala, Corfu, Kefallinia, Kos, Mykonos, Mytilene, Rhodes, Samos, Santorini, Skiathos and Chania were granted to Fraport. Today, the Hellenic Civil Aviation Authority essentially operates as a single, functionally separated public service based on Legislative Decree No. 714/70, of Law 1340/83, of Law 3913/2011 and of Presidential Decree 56/89 and is reflected in its organizational chart. With par. 2 of article 26 of Law 4427/2016, the positions of Deputy Governor of Airports and Waterways Management and the Deputy Governor of Air Navigation were established, who are already exercising their duties.
